- This is a confirmed bug. I have the 'local leader' perk and have opened up stores and supply lines. All settlements have supply lines stemming from from Sanctuary. Food is not the issue, it tends to get that right at least. But beds, power, water, and defense are all up for randomness (that randomness becoming zero out of nowhere).

One of the most pervasive issues when upgrading to the Windows 10 Mobile Technical Preview is the SIM card not being detected. Now Windows Insider chief Gabe Aul has given some insight and advice regarding the issue. He said: @wjafarrow The SIM detection bug is a race condition in setup. If you reset, in most cases it will work.
I've been trying to find a fix for this bug but I've only found one other person who even had it. Maybe it isn't even a bug and I'm just doing something wrong.
I sat through the cinematic to start building my settlement, left for a while after the foundation was done (I was watching the YouTube videos on how to use the mod) and came back after a while to make sure their needs were met for upgrades to happen. I was able to fill their food need just fine and the other needs had been automatically filled, but power was still too low. I built a lot of different generators trying to fix this and the power just caps out at 999 but is still red. I refreshed all of the plots, I refreshed the entire settlement, I uninstalled and reinstalled all of the Sim Settlement mods, I installed the Helper and tried to use it, and I donated a ton of supplies so I know they have the scrap for it.
I just started using these mods so I have no experience or knowledge aside from maybe 4 of the official YouTube tutorial videos.
Any ideas on how to fix this?

Sim Settlements Power Buggy
A race condition occurs when a system attempts to perform two operations at the same time, but because of the nature of the device or system, the operations must be done in the proper sequence in order to be done correctly. In this case presumably the code which initializes the SIM is slower than the code that declares its absent.

Sim Settlements Power Bug Zapper
Both a soft, achievable simply by restarting the device or a battery pull, or even better a hard reset is apparently a solution for much of what ails Windows 10 Mobile, and may be something TP users will need to get used until a more polish build is released.
